Control Site Creation in a Tenant

As a service administrator, you can prevent non-administrators from creating Power Pages sites in your tenant. This is done by enabling the disablePortalsCreationByNonAdminUsers setting using PowerShell.

How to Disable Site Creation for Non-Admins

Before running the command, install the required PowerShell modules. (See the Installation documentation for steps.)

Then open PowerShell as an administrator and run:

Set-TenantSettings -RequestBody @{ "disablePortalsCreationByNonAdminUsers" = $true }

Who Is Considered an Administrator?

A user is treated as an administrator if they have one of the following Azure roles:

Anyone without these roles is treated as a non-administrator.

What Happens When Non-Admins Try to Create a Site?

If site creation is disabled, non-administrators will see this message:

“You don't have permissions to create a site in this environment. Choose another one or contact your administrator to request access.”

Re-Enable Site Creation

To allow non-admins to create sites again, switch the setting back to false:

Set-TenantSettings -RequestBody @{ "disablePortalsCreationByNonAdminUsers" = $false }
Note:
This setting should be managed carefully as part of tenant governance and site lifecycle control.
