Workforce management meets AI: WEM MCP tools for Dynamics 365 Service Agent

Summary Workforce Engagement Management (WEM) MCP tools bring workforce actions into Copilot, Teams, and Outlook, enabling supervisors and agents to manage requests using natural language. Initial capabilities include time-off requests, shift swaps, and shift bids, with schedule visibility, leave balances, and clock in/out support planned for future releases.


Supervisors and customer service representatives often spend a significant part of their day inside workforce management workflows—reviewing time-off requests, tracking shift swap activity, and checking pending bids—and much of this work requires navigating directly into Microsoft Dynamics 365. That changes today.

Announcing the availability of the first Workforce Engagement Management (WEM) tools on the Dynamics 365 Workforce Engagement Management model context protocol (MCP) server for Dynamics 365 Service Agent. These tools expose core WEM capabilities through MCP, making workforce management actions available from Microsoft Teams, Outlook, and Copilot through Microsoft 365 using natural language—the same surfaces where your teams already work.

This begins a new capability layer for WEM: one where workforce actions aren’t locked behind a browser tab, but available conversationally, in real time, wherever your supervisors and representatives happen to be.

Why bring WEM into Service Agent?

Service Agent already helps contact center teams summarize cases, surface knowledge, and take action on customer work. But workforce management—the operational layer that determines who is scheduled, who is available, and whether requests are being actioned—remains disconnected. A supervisor handling an urgent coverage issue still had to switch applications to approve a time-off request. A customer service representative checking the status of their shift swap still needed to open Dynamics 365.

MCP gives us a way to fix this. By exposing WEM capabilities as MCP tools registered in Service Agent, we can bring workforce actions into the same conversational layer that already handles customer service work. Supervisors get a triage experience that does not require context switching. CSRs get self-service access to their own data from any M365 surface. And both personas use the same RBAC boundaries already in place in D365—no new permissions, no new configuration.

What’s available now in WEM MCP tools

Version 1 (V1) ships three WEM MCP tools, accessible to supervisors and CSRs through Service Agent.

View pending workforce requests

Retrieve a filtered list of time-off, shift swap, and shift bid requests with the list_wem_requests command. Supervisors see requests across their authorized planning group; CSRs see their own submissions. Results include current status and scheduling context and can be filtered by request type, status, and date range.

Reject time-off requests

Supervisors can approve or reject a pending time-off request directly from the conversation with the decide_wem_time_off_request command. The decision is validated against the supervisor’s Microsoft Dynamics 365 security role, applied to the WEM record in real time, and scheduling adjustments are propagated automatically—no form navigation or additional steps required.

All three tools enforce existing Microsoft Dataverse RBAC at the MCP layer. Supervisors see data scoped to their Planning Group; CSRs see only their own records. No additional permission configuration required.

What’s coming next in WEM MCP tools

The V1 tools establish the foundation. We’re actively building the next two waves of WEM MCP capabilities.

Version 2 (V2): Schedule visibility

The retrieve-schedule command will bring live schedule data into the conversation for both personas. CSRs will be able to check their upcoming shift agenda—queue, start and end times, break windows, and shift status—without leaving Microsoft Teams or Outlook. Supervisors will see a team coverage view grouped by queue and time slot, scoped to their planning group. Both views reflect the most recently published shift plan data in Dynamics 365 WEM.

Version 3 (V3): Leave balances and clock in/out

get_wem_leave_quota will surface live leave balance data by type—PTO, Sick, Personal, Leave of Absence—sourced directly from the organization’s connected HR system (Workday V1), with a reliable cached fallback when the live system is unavailable. CSRs will get an instant answer to “How much PTO do I have left?” without logging into a separate HR portal. Supervisors will see a requesting CSR’s balance inline during time-off triage. This means approve and reject decisions account for both staffing coverage and leave availability.

clock_in_wem_shift and clock_out_wem_shift lets CSRs record shift start and shift end from any M365 surface—a single prompt in Teams before their first call, or a tap on the Dynamics 365 Customer Service workspace toolbar. Both tools validate against the scheduled shift, log the event to D365 WEM in real time, and sync to the organization’s HR/payroll system on the configured cadence.

How WEM MCP tools work

WEM MCP tools are registered as part of the Service Agent tool catalog and accessed through the Microsoft Agent 365 Tooling Gateway. This is the same management layer used for Service Agent MCP tools. Administrators enable individual tools by security role, team, or pilot group from the Microsoft Dynamics 365 Contact Center admin center, consistent with the enablement model for the rest of the Service Agent tool catalog. No code required.
All WEM tool calls authenticate against the signed-in user’s existing Microsoft Dynamics 365 identity. Planning group scoping and Microsoft Dataverse RBAC enforcements starts automatically at the tool layer.

WEM MCP tools for Service Agent are available now for Dynamics 365 Customer Service customers. To enable the tools for your organization, go to the Dynamics 365 Contact Center admin center. Then configure tool-level access under the Service Agent settings.
